EXECUTIVE SUMMARY
Native Catalyst™ and Native Finance Development Corporation (NFDC) exist to build what Indian Country has never had: a continuous, self-sustaining pipeline of Native financial professionals, from a child's first lesson in earning and saving, to a licensed advisor sitting across the table from a tribal council.
CURRENT COMMUNITY CONDITION
Today, 47% of Indian Country is a banking and financial desert, where community members live over ten miles away from the nearest financial institution. This geographic isolation, compounded by the intricate intersections of federal trust lands, Indian law, and tribal codes, systemically locks Native communities out of the financial mainstream.
While Native Americans constitute a vibrant and growing population, they represent a mere 0.1% to 0.4% of the financial services workforce, compared to 4% of the general public. This massive representation gap fuels historical mistrust toward financial institutions and presents a profound material governance risk to tribal nations. Without an internal infrastructure of financially specialized peers, tribal asset management, long-term economic self-determination, and protections against external exploitation remain systemically hindered.
-
The Public School Reality: Approximately 90% of Native high school students attend mainstream public high schools rather than Bureau of Indian Education (BIE) or tribal schools.
-
The Early Childhood Deficit: Using California as a baseline example, fewer than 5% of all Native youth currently receive basic financial literacy lessons. The few existing programs, while culturally rich, are often restricted to gaming tribes as a prerequisite for minor trust distributions.
-
The Regulatory Blindspot: Standard volunteer-led financial courses completely omit critical Native-specific tax and insurance frameworks. Lacking consistent instruction from culturally aligned sources, many Native youths face severe immediate risks, including mismanaged budgets and unexpected back-tax liabilities.
-
A Systemic Opportunity: A critical structural shift is underway: 197 federally recognized tribes have members attending schools across 30 states that now mandate a standalone personal finance course to graduate high school. This creates an unprecedented opening to deploy a standardized, tribally relevant framework at scale.
SOLUTION: THE NATIVE CATALYST PIPELINE™
Native Catalyst™ is our front-facing educational initiative—the comprehensive, K-through-career strategy that embeds financial literacy directly into tribal sovereignty. Guided by the Seven Generations Principle, the philosophy that current choices must actively protect and empower descendants seven generations into the future, our framework transitions financial education from basic survival into an asset for cultural restoration and economic self-determination.
The multi-phased pipeline is built across three core pillars designed to fully operate in no-bandwidth areas and endure beyond its founders:
-
K-8: The Native Catalyst App An offline-capable simulation game that introduces foundational concepts (earning, saving, spending, and asset protection) via Native languages and cultural artifacts. Because it operates completely offline, a child on a rural reservation school tablet receives the exact same high-fidelity learning experience as an urban peer.
-
Grades 9-12: Tribal Personal Finance + Seven Generations (TPF+7G™) Developed in partnership with Xceed Preparatory Academy, this is a first-of-its-kind, nationally accredited, and transcriptable personal finance course designed specifically for Native high school students. Rather than generic budgeting, it explicitly covers the trauma of money, bank deserts, and the highly specific provisions, exemptions, and tax structures unique to Native individuals.
-
Maximum Impact via Teacher Training: To achieve systemic scale, we train the teachers themselves to deliver the TPF+7G™ curriculum. This training equips educators to accurately reflect complex tribal realities across five critical domains: accurate Native-specific tax compliance, specialized insurance applications, structural investments, homeownership on trust land, and legal entrepreneurship setups.
-
Flexible Online Access: For Native students attending schools that lack the critical mass to support a dedicated, in-person TPF+7G™ class, our fully accredited curriculum is accessible online.
-
-
High School & Beyond: Natives into Finance™ A workforce pipeline engineered to bypass traditional four-year college barriers by transitioning students directly into real-world career placements. By preparing high school students and mid-career adults directly for professional licensure (including tax preparation, insurance, and investment advisory), graduates can immediately secure high-impact professional roles without a college degree requirement.
Grades K-8: Gamified Tech
Grades 9-12: Accredited Course

THE GENERATION-SKIPPING FLYWHEEL EFFECT
By training educators and providing online alternatives, we trigger an economic flywheel effect that fundamentally reimagines the next generation of Native citizenry:
Educators & Technology Ignite the System: High-impact teacher training and the online course delivery infrastructure plant specialized financial knowledge directly into existing educational ecosystems.
-
Students Build Lifelong Competence: Native youth graduate not just with basic financial literacy, but with an advanced understanding of asset protection, trust-land homeownership, and Native entrepreneurship.
-
Graduates Enter the Professional Pipeline: A steady stream of these career-ready students flows directly into professional licensure tracks, expanding the tribal financial workforce.
-
Sovereignty Informs the Next Generation: As these newly licensed Native professionals take their places managing tribal assets, building businesses, and advising councils, they reinvest their expertise back into the community. This permanently removes the dependency on external grant funding and solidifies a self-sustaining pool of ancestral wealth and financial safety for the next generation.

STRATEGIC IMPACT AND MEASURABLE OUTCOMES
The overarching target of Native Catalyst™ is a human capital transformation: moving the workforce metric from a baseline of approximately 6,000 Native financial professionals today to an ambitious 15,000 licensed professionals within one generation.
Phase I (24-Month Project Framework) is focused entirely on establishing the operational infrastructure necessary to scale this model nationally:
-
Early Tech Adoption: Scale the Native Catalyst App to support a verified baseline of 1,500 active K-8 users.
-
Academic Scaling: Enroll a cumulative total of 1,630 students into the accredited TPF+7G™ curriculum through direct school partnerships and our online platform.
-
Professional Licensure: Lay the groundwork to increase the number of licensed Native financial professionals by 200 over two years.

THE ASK
To successfully execute Phase I of the Native Catalyst Pipeline™, the NFDC invites philanthropic partners, corporate investors, and tribal leaders to co-invest in our human capital infrastructure. Rather than a one-size-fits-all model, we welcome interested parties to contact our leadership team to explore, customize, and express interest in the specific pipeline pillar that best aligns with their organizational mission:
-
Option A: The Tech Integration Track (K-8) Direct your capital toward final production optimization, cultural asset localization, and widespread distribution of the Native Catalyst App to reach our target baseline of 1,500 active youth in no-bandwidth environments.
-
Option B: The Teacher Training Track (Grades 9-12) Fund the comprehensive professional development stipends required to train school educators to deliver the TPF+7G™ curriculum. Each trained teacher becomes a permanent, recurring delivery mechanism.
-
Option C: The Online Access Fund student enrollment and the digital infrastructure to make TPF+7G™ available online to Native students whose schools lack the enrollment or staffing to support a dedicated in-person course.
-
Option D: The Workforce Licensure Track (High School & Beyond) Directly underwrite exam fees, study preparation materials, and corporate internship placement pipelines for the Natives into Finance™ cohort, directly absorbing the overhead needed to launch 200 newly licensed Native professionals into the industry.
