THE CHALLENGE
Standard financial education was not built for Indian Country
Federally recognized tribes operate within a distinct legal and economic reality, shaped by federal trust relationships, tribal sovereign authority, and multi-jurisdictional tax systems that most financial frameworks never account for. A tribal member who lives on trust land, receives a tribal distribution, plans to work within a tribal enterprise, or operates a business on the reservation faces financial decisions that no standard curriculum prepares them for. The gap has consequences that show up in mismanaged assets and missed opportunities.
It’s not that Native students aren’t ready for financial education. It’s that financial education has never been ready for them.
OUR FRAMEWORK
A Proprietary Architecture Built for the Jurisdictional Reality of Indian Country
The Tribal Personal Finance (TPF) educational framework is built upon the preservation and conservation principles of Seven Generations (7G), featuring TPF+7G™: the only accredited and transcriptable personal finance course designed for Native high school students, built to integrate federal trust law, tribal sovereign authority, and multi-jurisdictional tax compliance into a single, teachable structure. The TPF framework doesn’t adapt standard curricula, it starts from where standard curricula cannot. Sovereignty is not a variable of the framework, it is the governing principle from which all financial instruction flows.
TPF+7G™ is guided by the Haudenosaunee teaching of Seven Generations — the principle that every decision should serve the seven generations yet to come.
Treaty Provisions
Legal Rights as Financial Architecture
The TPF framework begins where standard finance ends: with the legal instruments that define tribal economic life. Treaty rights, trust asset structures, and federal exemptions are not peripheral considerations — they are the load-bearing walls of every financial decision a tribal member makes.
Restorative Engines
Sovereignty as Economic Strategy
The multi-jurisdictional complexity of Indian Country finance has long been framed as a burden. The TPF framework reframes it as a strategic advantage, converting what looks like compliance friction into community-level wealth creation, and replacing anxiety about legal complexity with the tools to command it.
Long-Term Resilience
Seven Generations, Not Four Quarters
We are not training students to pass a test. We are building the financial professionals, educators, and sovereign strategists that tribal nations will rely on for the next century — decisions made today, measured against their impact on the seven generations yet to come.
THE HUMAN CATALYST
Built for the Student Who Deserves the Whole Path — Not Just a Single Course
The TPF educational framework is only as powerful as the people trained to carry it forward. The Native Catalyst Pipeline™ is a deliberate, tribal educational architecture spanning elementary school through professional credentialing, designed so that Native students can enter at any stage and immediately gain the financial language, legal literacy, and career foundation to serve them and strengthen their communities. Every program in the pipeline is designed to build fluency that compounds across years, wherever a student begins.
GRADES 9-12
TPF+7G™
The only accredited and transcriptable personal finance course designed for Native high school students, teaching them to navigate trust funds, tax structures, and home and small business ownership on their own legal terms. No prior pipeline experience required. They earn credit. They gain fluency. They graduate prepared.
HIGH SCHOOL & BEYOND
Natives into Finance™
Bridging education and profession — connecting students and young adults to credentialing pathways, mentorship networks, and career entry points that keep expertise inside the community. Knowledge gained here stays here, growing roots that strengthen Native communities for generations. And like every program in the pipeline, it is designed to deliver immediate value wherever a participant enters.
IMPACT
Real Progress. Honest Projections. Independent Recognition.
Native Catalyst™ is an innovative, early-stage organization with a late-stage ambition and we believe funders and partners deserve to see both with equal clarity. What follows is an honest account of where the evidence stands: one verified policy win, two model-based projections grounded in education research, and third-party recognition that placed this work among the top organizations in the country tackling systemic inequity. More data is being gathered. What is already here is real.
POLICY WIN
California Curriculum Milestone
In March 2026, Native Catalyst™ secured inclusion of specific callouts in the California State Personal Finance Curriculum Guide — language that formally identifies where Native American tax and sovereign laws diverge from standard personal finance instruction. It is proof that the TPF framework is not only educationally sound, but policy-ready. It is the kind of change that looks small on paper and lands large in a classroom.

This recognition is not self-reported — it is external validation from one of the most respected innovation platforms in the world that this framework addresses a real problem with a credible solution. The reviewers had no stake in the outcome. Their conclusion was their own.

LEADERSHIP
Some Work Chooses You. Then You Spend 23 Years Becoming Worthy of It.
Cynthia J. Tam founded Native Catalyst™ after 23 years of practice at the intersection of federal tax law, tribal finance, and community advising — work that made the gap in sovereign-aware financial education impossible to ignore. Her credentials, Harvard ALM, CFP®, Enrolled Agent, Registered Investment Advisor, and Licensed Insurance Professional, are the tools she gathered because the work demanded them. That work produced TPF+7G™: the only accredited and transcriptable personal finance course designed specifically for Native high school students. TPF+7G™ is one outcome of that work. The vision behind it and the infrastructure Native Catalyst™ is building to realize it is larger still.
